If you were a president in your country what would do to support in climate change projects?

I would introduce car-free Sundays, in which public transport, ambulances, police cars and fire engines are alowed to circulate. This project already existed a long time ago, it was unfortunately abandoned. Or who consumes too much electricity / waste shall pay a fine for exceeding a limit.
